In the immediate aftermath of the Lebanese Civil War (1975–1990), Lebanon found itself under the de facto military and political control of the Syrian government. During this period, the state apparatus was frequently utilized to solidify the power of Damascus and its local allies. One of the most controversial and structurally impactful events of this era was the issuance of Naturalization Decree No. 5247 on June 20, 1994.
The decree was a sweeping demographic intervention that granted Lebanese citizenship to over 150,000 individuals, the vast majority of whom were never Lebanese. However, the underlying premise—that the decree was an act of political engineering designed to alter Lebanon's demographic balance and electoral landscape—is widely supported by historical and demographic analysis.
